COFFIS Observatory:
Tracking fossil fuel subsidies phase-outs
The Coalition on Phasing Out Fossil Fuel Incentives Including Subsidies (COFFIS), hosted by the International Institute for Sustainable Development, brings together countries committed to eliminating fossil fuel subsidies and other incentives that undermine climate action. It is the latest attempt by the international community to bring an end to fossil subsidies, after years of failures. While the set-up of COFFIS is significantly better than previous initiatives, in our analysis it still lacks the needed ambition.
Are COFFIS members delivering on their promises? This observatory tracks the progress of COFFIS member countries in transparently reporting their fossil fuel subsidies and implementing phase-out commitments.
Timeline
The coalition was launched at COP28 in 2023. Spearheaded by the Netherlands, COFFIS initially counted 12 members: Antigua and Barbuda, Austria, Belgium, Canada, Costa Rica, Denmark, Finland, France, Ireland, Luxembourg, the Netherlands, and Spain.
Other countries joined in the following months: Switzerland, Colombia, New Zealand and the United Kingdom.
The novelty of COFFIS, compared to previous initiatives focused on the elimination of fossil fuel subsidies, lies in the requirement for members to publish their fossil fuel subsidy inventories and phase-out plans.
