As governments convene in Santa Marta, Colombia, on April 24-29 for the first Conference on a Just Transition Away from Fossil Fuels, civil society organizations call on the members of the Coalition on Phasing Out Fossil Fuel Incentives Including Subsidies (COFFIS) to honor their commitments and accelerate action on fossil fuel subsidy reform. Launched in November 2023, COFFIS aims to enhance transparency and collaboration to phase out subsidies that undermine climate goals and energy security.
Despite pledges to publish annual subsidy inventories and phase-out plans, progress has stalled: only three governments submitted valid inventories in 2025, and just one has released a phase-out roadmap. The Santa Marta Conference presents a critical opportunity for COFFIS members to regain momentum and demonstrate leadership in advancing a just energy transition.
The open letter highlights three key demands:
- Transparency: Announce timelines for publishing subsidy inventories and phase-out plans.
- No new subsidies: Commit to halting new fossil fuel subsidies and introduce measures to protect vulnerable consumers during crises.
- Phase-out exploration and production subsidies: Prioritize ending subsidies for fossil fuel exploration and production to reduce volatility and public financial burdens.
The letter was endorsed by several organisations including: CAN Europe, The Climate Reality Project, FFF Austria, Environmental Defence Canada, POLEN, La Ruta del Clima, Greenpeace Nordic in Denmark, Greenpeace Nordic in Finland, Common Grace, 350 Aotearoa, Greenpeace Spain.
The letter was sent to the Ministers of Finance of COFFIS countries.
