The upcoming Santa Marta conference (24-29 April 2026) presents a critical opportunity for COFFIS countries to demonstrate global leadership in phasing out fossil fuel subsidies. Collectively, members are called to commit to ending subsidies for fossil fuel exploration and production as soon as possible, and to pledge no new subsidies will be introduced.
At the conference, countries should participate at the ministerial level and announce clear timelines for releasing fossil fuel subsidy inventories and phase-out plans, ensuring transparency and accountability. EU members, led by the Dutch chair, should coordinate closely with the European Commission and push for the integration of Santa Marta’s outcomes into the ENVI and ECOFIN Council conclusions after the conference
Each COFFIS member has specific responsibilities to advance these goals, which are detailed in the brief.
